The Office of the President provides institutional leadership and strategic direction for Western Community College. The Office supports the advancement of WCC’s mission, vision and strategic priorities while promoting strong governance, accountability, academic quality and continuous institutional improvement.

Working closely with the Leadership Team, Academic Council and other College governance bodies, the Office provides leadership on institutional planning, organizational performance, regulatory and community relationships, and the overall growth and development of the College.

Gurpal Dhaliwal

President

Gurpal Dhaliwal is the visionary founder and President of Western Community College. With an entrepreneurial spirit and a deep commitment to education, Gurpal has played a pivotal role in shaping WCC’s growth into one of BC’s fastest-growing private colleges.

Under his leadership, the institution has expanded its academic offerings, strengthened partnerships, and embraced innovation. Gurpal’s focus on community, accessibility, and quality education continues to drive WCC’s mission of empowering students for success.

Rimpy Kaur Dhaliwal

Executive Vice President

As the Executive Vice President at Western Community College, Rimpy Dhaliwal plays a pivotal role in ensuring a seamless academic experience for all students. She oversees admissions, course registrations, policy compliance, and graduation processes. Known for her integrity and student-centered approach, Rimpy has introduced numerous initiatives, including the student breakfast program and enhanced transfer pathways with other institutions. Her work reflects a deep commitment to student success and institutional excellence.

Akarshan Loomba

Executive Assistant to the President

Akarshan Loomba serves as Executive Assistant to the President at Western Community College, supporting the Office of the President in executive coordination, institutional planning, governance, and key strategic initiatives.

With a background in business management, accounting, internal audit, and data analysis, Akarshan brings a strong analytical and organizational approach to the role. He works closely with the President and senior leadership to coordinate priorities, support decision-making, monitor key initiatives, and facilitate communication across the College.

His role helps ensure the Office of the President operates effectively and that institutional priorities are coordinated and advanced across WCC.
